After the result, he said: "We're all Brexiteers now". An urgent review of immigration policy, and implementation, is needed. "And actually, it turns out there is", he added.

He is not particularly an ardent Remainer - although his appointment retains the balance on the vital Brexit cabinet committee.

Promoted from communities secretary, Javid's first task will be to take some of the political heat out of the Windrush scandal.

He told the Telegraph: "I thought that could be my mum.my dad.my uncle.it could be me".
