Alberta sees the pipeline as key to moving bitumen from the province to the west coast and from there to lucrative overseas markets.

In filing the claim, Eby said it came about after "we repeatedly called on Alberta not to move forward with blatantly unconstitutional legislation".

"The Government of Alberta introduced and supported the Act because it asserts British Columbia is responsible for "delays" to an expansion of the Trans Mountain Pipeline, which transports petroleum products from Edmonton to Kamloops, Burnaby, and Washington".

Saskatchewan Premier Scott Moe said last week that he wants to speak about the pipeline's benefits when he's at the conference.
