Instead of giving in, however, China hit back with dollar-for-dollar retaliatory tariffs on USA products.

The tariffs could take effect after public consultations end on August 30, according to a statement from the U.S. Trade Representative's office Tuesday. "Consumers, businesses and the American jobs dependent on trade are left in the crosshairs of an escalating global trade war".

United States tariffs are the first stage in levies threatened by the Trump administration on a total of $450 billion worth of Chinese goods. The measures are subject to a series of hearings and a public comment period.

"Rather than address our legitimate concerns, China has begun to retaliate against USA products".

Also Tuesday, China stepped up action against some US goods by announcing anti-dumping duties raw materials used in making optical fibers.

The Trump administration on July 6 imposed 25 per cent duties on US$34 billion in Chinese imports, the first time the president has implemented tariffs directly on Beijing after threatening to do so for months.

Senate Finance Committee Chairman Orrin Hatch, a senior member of Trump's Republican Party, said the announcement "appears reckless and is not a targeted approach".

"In light of China's decision to respond to the investigation by imposing duties on USA goods, the Trade Representative proposes a modification of the action taken in this investigation".

Robert Holleyman, the USA official in charge of trade with Asia during former president Barack Obama's second term, described the tariffs as "tax hikes on US imports".

The White House has complained that China has used predatory practices in a relentless push to grant Chinese companies an unfair advantage in the industries of the future, including robotics, electric cars and biopharmaceuticals. But Trump hasn't backed down, arguing that China's unfair trading practices are hurting American workers. "Unfortunately, China has not changed its behaviour".

The U.S. Chamber of Commerce has supported Trump's domestic tax cuts and efforts to reduce regulation of businesses, but it has been critical of Trump's aggressive tariff policies. China has vowed to retaliate dollar-for-dollar to any further USA tariffs. Chinese tactics, the administration said, include outright cybertheft and forcing United States companies to hand over technology in exchange for access to the Chinese market.

Members of Congress are increasingly questioning Trump's aggressive trade policies, warning that tariffs on imports raise prices for consumers and expose U.S. farmers and manufacturers to retaliation overseas.
