The tax exemption applies to most school supplies selling for $15 or less per item; also, most clothing and footwear for $60 or less per item.

The tax-free weekend was something many people looked forward to, with sales tax as well as local taxes being exempt from many back to school items.

The foundation says that studies by the Federal Reserve show the holidays do not promote economic growth or significantly increase consumer purchases; they just prompt shoppers to buy at a different time.

Clothing on a state-approved list is capped at $100 per item, computers at $1,000, and accompanying monitors and other equipment at $500.

Clothing will range from diapers and trousers to shorts and skirts.

"All the things you wear to school", said the Tax Research Institute's Anklam.

North Carolina did have a sales-tax holiday shopping weekend from 2002 until 2013, when the state Legislature under then-Gov. That will include most shoes, coats and jackets and baby clothes.

There is no requirement that the purchases be made for school or emergency preparedness purposes, and all retailers are required to participate.

The Saturday after Thanksgiving is also a tax holiday in New Mexico, thanks to legislation passed in March. This year the state sales tax rate is 4.45 percent.
